Background Information
Rovers is a non-political education for young people open to all without distinctions of origin,
race, color, class, caste religion, or creed following the purpose principle, and method conceived by the founder.
Mission
To contribute to the education of young people through meaningful integration of our values, the scouting principles, laws, promises and produce responsible citizens to protect, strengthen and diligently serve the Tsa-Wa-Sum, thereby contributing to the fulfillment of our beloved King’s vision ‘Gross National Happiness’.
Vision
To make Rover club one of the active in providing service to the development of the community.
Objective
Provide young people with opportunities to complete their personal development through six areas of growth, which scouting recognizes as: physical, intellectual, emotional, social, spiritual and character development.
Rovering will provide opportunity to young people to acquire experience and skills in leadership to undertake social responsibility and enhance voluntaris

Governance
The club functions with guidance from the Club Advisor. Decisions are made after discussions held by Club Advisor, coordinator and secretary with inputs given by the club members.
Membership
The members are inducted purely on voluntary basis. Every year new members are inducted from the first year students, and then registered with Bhutan Scout association. After their formal registration, they will be taught on the basic fundamentals of scouting and
simultaneously carry out scouting activities in the Institute. Towards the end of the year, investiture ceremony is carried out, where the successful members will receive their scarf and badges.
Member must serve 3 years minimum to get club certificate.
